Request For Qualifications
The Kitsap County Consolidated Housing Authority is soliciting qualified, experienced Firms to be placed on its Professional Services Roster to assist in the HUD Market-to-Market program throughout the United States in the following categories:
Scope of Work
1. Appraisal Services: Rent Comparability Study (RCS); Identify and analyze subject property submarket; Develop “as repaired” Market Rents as requested; Review rent studies; Employ both the income approach (direct capitalization process) and the sales comparison approach (GIM/EGIM and the physical unit of comparison analysis) to value; Use historical and current operations of the property; Estimate each operating expense. Must be a State Certified General Real Estate Appraiser.
2. Physical Condition Assessment Services: Trained to evaluate building systems, health, and safety conditions, and physical and structural conditions; Provide cost estimates for maintaining, rehabilitating, or improving deficiencies. Must also have environmental expertise, as inspection will include environmental issues as well. Must have any required licenses.
Firms interested in providing Professional Services in the above disciplines are encouraged to submit a Letter of Qualifications. To qualify for placement on the Roster, your firm must meet the qualifications indicated as well as have all required licenses to perform these services.
