When Norman McLoughlin visited a public housing project 20 years ago, a teenager there complained that he never brought his friends home because if he did they'd know he lived in subsidized housing. "Kids make fun of us when we get off the bus," he told McLoughlin.
That conversation helped shape the philosophy KCCHA follows to this day, says Executive Director McLoughlin. "We create housing that people are proud of," he explains. "We strive for excellent design, we use high-quality materials, and we develop smaller sites that blend in with the rest of the community." Fjord Vista II, to break ground this year in Poulsbo, holds true to this philosophy. There will be 16 living units with 2-3 bedrooms for families who qualify for subsidized housing, which includes those trying to make it on low-wage service jobs and those with disabilities. US Department of Agriculture's Rural Housing Services, which is providing the bulk of the financing, has agreed to a 50-year one-percent loan that will allow KCCHA to give affordable rents to tenants. The Kitsap Block Grant Program and the State Housing Trust Fund are also providing funds. And Bank of America, which has provided refinancing for KCCHA projects since 1986, is on board once again. In addition to having a home they can be proud of, kids and their families will be eligible for a host of KCCHA programs designed to help them succeed. "We want to ensure that kids have a sense of belonging, self esteem and hope for the future," says McLoughlin. "When they get off the school bus, I want them to say, `Look, I live here!'" |
