Executive Director's Message


As the year 2000 rapidly approaches, Kitsap County Consolidated Housing Authority is working diligently to address the Y2K issues. We have added a new Management information Services position in the Finance Department, to check alt the software, hard- ware and vendor issues to make certain we will be ready for the millennium.

We are proud that we just received our fifth totally clean audit by the State of Washington. George Ambum, the State Auditor, in his comments at the exit audit meeting told us the Kitsap County Consolidated Housing Authority is the most complex government audit in Kitsap County Other govern- ments may be larger but Kitsap County Consolidated Housing Authority runs more complex programs than any other agency.

Self-Help Housing received top national recognition in 1998. The Austurbruin Development in Poulsbo won the Best in American Family Living Award from the National Association of Homebuilders, Professional Builders Magazine and the Secretary of [lousing and Urban Development. This owner-built community also won the Association of Local Housing Finance Agencies (ALHFA) award for the new mix of financing utilized. Funds from Rural Development, Key Bank Kitsap County CDBG, and Washington State Housing Trust Fund were combined to broaden the size of the program and increase the ability to serve a broader range of families. This led us to expand the program. We have completed our first group in Port Townsend, Jefferson County and started our first group in Port Angeles, Clallam County.

We begin our fiscal year by entering a new venture with HUD. Kitsap County Consolidated Housing Authority has been selected to assist in the Mark- to-Market Program as one of only twelve local Participating Administrative Entities (PAE) in the country We will be restructuring the loans of private owners of Federally Subsidized Multi-family apart- ments in Kitsap, Mason, Clallam and Jefferson counties. Our sophisticated financial resources will be brought to bear to preserve low-income housing so desperately needed in these counties.

We will also be embarking on our first agency plan, a new requirement of the Quality Housing and Work Responsibility Act of 1998. This five-year plan will take us into the future with the advice of a newly- formed resident advisory council and an expanded public involvement process. Kitsap County Consolidated Housing Authority is well prepared to meet the challenges of the new millennium.
